A group of residents from a small north Sacramento neighborhood sued the city on Monday to block a private psychiatric hospital from getting built nearby.

The Woodlake Neighbors Creating Transparency announced its environmental lawsuit during a late-morning press conference outside of City Hall on January 13. The lawsuit, expected to be filed that day by environmental attorney Don Mooney, concerns the Sacramento City Council’s approval last month of a 120-bed private psychiatric facility and outpatient treatment center on a grassy lot on Expo Parkway.

The suit contends that the city based its approval on an environmental analysis that was performed eight years ago, when the building site was slated for an office complex. The suit also cites the spotty regulatory history of the company behind the project, Signature Healthcare Services LLC. Signature, which operates as Aurora Behavioral Health Care, currently operates a chain of eight such facilities in four states.

Sacramento County public health officials listed their own concerns.
