Duties:
The Assistant Veterans Service Center Manager (AVSCM) position designated for both the Oakland and Sacramento Satellite Offices, share responsibilities with the Veterans Service Center Manager (VSCM) for directing and supervising the administration of work involving the development, examination, adjustment, reconsideration or authorization of the settlement of claims filed by Veterans, their dependents and beneficiaries; as well as taking claims and assisting claimants in the preparation of claims, appeals or other documents. The incumbent provides technical guidance at the perspective duty locations by providing direction in compensation and pension authorization, rating board benefits information, work-study and other activities related to Veteran's benefits including outreach services to various consumer groups within the 43 counties of Northern California. The AVSCM has delegated authority to make decisions determining basic eligibility for Veterans Administration (VA) programs and assumes final responsibility for the proper interpretation and uniform application of laws, regulations and instructions in conformance with mandatory procedures and practices reconciling divergent opinions. The AVSCM establishes and maintains relationships with various civic and Veterans' organizations to coordinate efforts and enhance cooperation with VA. Specific duties may include but may not be limited to:
Provides assistance to the Veterans Service Center Manager (VSCM) in the overall planning, organization, and evaluation of the Service Center's operation;
Participates in the formulation of policies, development of human resources, staff development, fiscal planning, and program evaluation of the Service Center;
Coordinates functions with other divisions and service organizations that have an impact on the processing of veterans claims;
Responsible for direct supervision of Service Center coaches and, through them, assigned personnel;
Recommends selections, prepares performance ratings, reviews serious disciplinary actions, hears and resolves grievances, and makes recommendations for incentive awards and/or promotions involving personnel under his/her jurisdiction;
Responsible for the quality of service to Veterans and beneficiaries as related to the rating activity, including determinations of quality level and taking positive supervisory steps to correct deficient quality; and
Ensures equal employment opportunities for all Service Center employees.

Work schedule: Standard 5 day, 8 hour, full time (40 hours a week) schedule. Hours may vary to effectively carry out the mission.
