Provides analytical and technical support to assigned business unit by applying business and information technology solutions to a broad range of business unit processes and applications.The primary focus of Business Technology Analyst is to support business unit systems, applications, and activities where depth of knowledge of business unit functions and processes are critical to job success. Business Technology Analysts function as business specialists where breadth of experience and knowledge in one or more areas of work such as systems analysis, application development, or application support are used in the development, management and maintenance of business unit systems and applications.The Business Technology Analyst is the journey or full working level of the series. Positions within this classification work independently in the development, enhancement, and/or maintenance of business technology systems and applications which are standard to complex in terms of system complexity. Project InitiationDevelop High Level Business requirements for inclusion in the Business Case document.Project ProcurementDevelop business requirements for Request for Proposals (RFPs).Develop evaluated questions and scoring criteria for RFPs and participate in core team evaluationDetermine, develop, and evaluate vendor demonstration scriptsContribute to the development of the Statement of Work (SOW)Planning:Develop detailed Business Requirements and validate with stakeholder needs.Obtain Business Requirements approvals from stakeholders.Coordinate with Performance Solutions and Operations for training and testing resources.Coordinate with delivery organizations for the development and integration of new or modified processes.Serve as liaison with IT to contribute to technical and security requirements.Provide timelines for business requirements, design, testing, and implementation planning for the development of project management plans (including schedule, communications, risk, quality, and change management)Contribute to the development of the project schedule for Business Requirement Testing (End to End testing and UAT) and Support Plans.Execution (Monitor & Control):Maintain configuration control of the Business requirements document.Develop and manage requirements traceability matrix.Contribute to and provide oversight of solution design and development to ensure business requirements are met.Ensure functionality meets business requirements.Develop, review, and approve end to end testing test plan, user acceptance test strategy, test cases, and test scriptsIdentify testing resources (staff, equipment, environments)Facilitate end to end and user acceptance testing (assign resources, identify bugs, perform testing, and report test results)Communicate implementation readiness to Business/Stakeholders.Support development of the post-production support plan.Support post-production transition during the stabilization phase.Business Process SupportBusiness process/solution consultation by evaluating business problem, identifying options including current system functionality, processes, etc.Identifies and recommends opportunities to apply information technology to business unit functions and processes.Participates in or leads projects to reengineer business processes.Experience:Three (3) or more years of experience developing and supporting information or business technology systems related to the business unit being supported.Knowledge of:Principles and concepts of data management; specialized business unit work processes and fundamentals; concepts of IT system applications, including desktop, client-server and mainframe environments; centralized and distributed concepts; principles and practices of business analysis including business requirements elicitation and documentation, test case development and execution; analytical methods and research techniques; methods and techniques of troubleshooting and problem resolution; principles of project planning and scheduling; system development life cycles; business system design methods and techniques; methods and techniques of application development and integration; database design theory and implementation; principles of data retrieval and reporting; information processing hardware, software, and data communications; pertinent SMUD and departmental policies, procedures, and standards; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.Skill to:Write functional design specifications, policy and reports documentation; conduct feasibility studies; provide effective consultation to users/clients; apply analytical thinking to resolve business and IT application problems; develop, test, and implement applications; learn new and existing technologies, tools and methods to support and develop business applications; translate technical terminology into non-technical terms; write functional design specifications, policy and reports documentation; conduct feasibility studies; provide effective consultation to users/clients; work independently or in a team atmosphere to develop and support business applications; manage and organize workload on several projects simultaneously; prepare reports and make presentations; communicate effectively orally and in writing internally/externally; establish and maintain effective and collaborative working relationships internally/externally. BS/BA degree from an accredited college or university majoring in Information Systems, Business Administration or related field and/or equivalent experience.
