Job Description MGO Strategic Staffing is looking for an Auditor for a project based contract for 4+ month contract position in Sacramento Ca. In this position the Auditor plans, organizes, directs and performs a wide variety of professional auditing duties and activities to determine the financial status, legality, propriety, and effectiveness of the financial and accounting practices and procedures. Experience working for or with a government agency is highly desirable. Examples of duties: Prepares and participates in the preparation of public and non-public annual and periodic audit reports including financial statements, balance sheets and income statements. Reviews manual and EDP reports and records for accounting errors and compliance with standard accounting principles, laws and contracts; determines appropriate necessary corrective action. Reviews contracts, grants, proposals, laws, regulations, and ordinances for impact on accounting records being audited; determines and makes recommendations regarding necessary changes in accounting procedures. Reviews various accounting work papers and documents such as journal vouchers, billings, receiving reports, purchase orders, work authorizations, fixed asset reports and claims to substantiate accounting records. Reviews accounting methods and records of contracted service providers in such areas as cost allocation, internal controls, and expenditures, to ensure that their accounting is accurate and meets requirements makes recommendations to providers and their accountants regarding adequate accounting and reporting systems. Reviews daily accounting activities such as revenue collection, cash flow and their reporting systems. Researches and reviews allocation rates for staff time costs, indirect and overhead costs, and service unit costs, including the accuracy of the reporting system, and billing and disbursement records. Conducts, directs, or participates in analysis of new and existing accounting systems and procedures to ensure compliance with regulations, laws and standard accounting principles and procedures. Assembles material for, and assists public and private auditors in, conducting audits. Responds to inquiries from departments, governmental regulatory agencies and other public entities such as special assessment district boards regarding audit reports. Participates in, conducts, and directs formal and informal training. Additional Duties: Various professional accounting standards such as generally accepted auditing standards and generally accepted accounting principles (GAAS, GAAP), generally accepted governmental auditing standards (GAGAS), standards set by the governmental accounting standards board (GASB), financial accounting standards board (FASB), general accounting office (GAO), and other regulatory agencies Accounting procedures for various types of funds and account groups such as general, special revenue, debt service, capital projects, trust, agency, enterprise, internal services, general long-term debt, and general fixed assets Activities such as cash receipts, grant and subvention claiming, bonds, taxes, and accounts payable/receivable Methods and procedures of governmental budget preparation and control Financial statement preparation Financial schedules for external audit purposes Statistical methods; cost and revenue projecting, and cost allocation methods Revenue and taxation codes Practical application electronic data processing equipment and systems Training and supervisory techniques Principles of supervision, organization and functions of local government with emphasis on the fiscal aspects Project management, including project planning, scheduling, and control mechanisms Ability to: Analyze and make effective recommendations regarding financial and accounting procedures and work flow Acquire subject-matter expertise in the area of work assignment including the laws and regulations Analyze laws, regulations and technical material to determine impact on accounting functions, and discern accounting situations requiring policy and procedural determinations by superiors Use a personal computer, peripheral equipment, and various software, with emphasis on accounting applications Organize and prioritize work efficiently to meet schedules and deadlines Make effective presentations of conclusions and recommendations orally and in writing Provide effective lead direction to clerical and technical staff All of the above plus, work under general supervision and provide effective supervision or lead direction on audit projects and activities Minimum Qualifications: Three to Four years of experience as an Auditor A bachelor's degree in accounting from an accredited college or university and four years of professional accounting/auditing experience that includes one year of leading or performing complex audits.
